efectiva que puede tomar un ocupante de un autom\u00f3vil. Se estima que se han salvado 300.000 vidas y se han prevenido 9 millones de lesiones con los cinturones de seguridad en el mundo industrializado desde 1980. Sin embargo, en los pa\u00edses de ingresos bajos y medianos, el uso de dispositivos para la prevenci\u00f3n de lesiones, como cinturones de seguridad, sistemas de sujeci\u00f3n para ni\u00f1os y cascos para motocicletas, es muy bajo. Es en estos pa\u00edses donde mueren 80% de los 1,2 millones de personas que mueren en las carreteras en todo el mundo cada a\u00f1o, incluidos muchos ocupantes de autom\u00f3viles. Es un objetivo principal de la Fundaci\u00f3n FIA aumentar las tasas de uso del cintur\u00f3n de seguridad en todo el mundo entre los conductores y los pasajeros por igual.<\/p><p><strong>por amor<\/strong><\/p><p>Desde el oto\u00f1o de 2003 hasta el verano de 2004, la Fundaci\u00f3n FIA apoy\u00f3 una campa\u00f1a nacional para promover el uso del cintur\u00f3n de seguridad en Costa Rica en conjunto con el Ministerio de Transporte de Costa Rica, el Consejo Nacional de Seguridad Vial, el Instituto Nacional de Seguros y el Instituto Costarricense de Seguros. Autom\u00f3vil Club.<\/p><p>El eslogan de la campa\u00f1a \u201cpor amor usa el cintur\u00f3n\u201d deliberadamente no exigi\u00f3 que los costarricenses \u201cobedecieran una orden\u201d, algo que hab\u00eda resultado tan desastroso en el pasado, sino que les pidi\u00f3 que tomaran la decisi\u00f3n de usar cintur\u00f3n de seguridad por el bien de familiares y amigos.<\/p><p><strong>Mejores pr\u00e1cticas<\/strong><\/p><p>Esta campa\u00f1a fue un proyecto piloto basado en los principios de &quot;mejores pr\u00e1cticas&quot; desarrollados en el conjunto de herramientas del cintur\u00f3n de seguridad de la Fundaci\u00f3n FIA, que identifica los mejores m\u00e9todos para elevar los niveles de uso del cintur\u00f3n de seguridad. El kit de herramientas, preparado por expertos internacionales en el Reino Unido.\u00a0<a title=\"Laboratorio de Investigaci\u00f3n del Transporte (TRL)\" href=\"http:\/\/www.trl.co.uk\/\">Laboratorio de Investigaci\u00f3n del Transporte (TRL)<\/a>\u00a0est\u00e1 especialmente dirigido a los pa\u00edses emergentes que se enfrentan a un n\u00famero creciente de accidentes de tr\u00e1fico, lesiones y muertes como resultado de la creciente motorizaci\u00f3n.<\/p><p><strong>Historia<\/strong><\/p><p>En la d\u00e9cada de 1990, la legislaci\u00f3n sobre el cintur\u00f3n de seguridad obligatorio en Costa Rica fue desafiada por un grupo de libertarios radicales. Como resultado, la ley fue anulada y las tasas de uso del cintur\u00f3n de seguridad cayeron a solo 24%. El objetivo principal de la campa\u00f1a del cintur\u00f3n de seguridad en Costa Rica fue restablecer una ley del cintur\u00f3n de seguridad. Este objetivo se logr\u00f3 en mayo de 2004 cuando la aprobaci\u00f3n exitosa de una nueva legislaci\u00f3n volvi\u00f3 a hacer obligatorio el uso del cintur\u00f3n de seguridad para los ocupantes de los asientos delanteros y traseros.<\/p><p><strong>Objetivo y resultados<\/strong><\/p><p>El objetivo era lograr una tasa de uso del cintur\u00f3n de seguridad de 70%. Sin embargo, una encuesta nacional sobre el uso del cintur\u00f3n de seguridad realizada despu\u00e9s de la campa\u00f1a en agosto de 2003 confirm\u00f3 que, debido a una combinaci\u00f3n de la legislaci\u00f3n sobre el uso obligatorio del cintur\u00f3n de seguridad, la aplicaci\u00f3n de la polic\u00eda de tr\u00e1nsito y una campa\u00f1a en los medios de comunicaci\u00f3n, este objetivo se hab\u00eda superado y las tasas de uso del cintur\u00f3n de seguridad por parte de los conductores aumentaron. de 24% a 82%.<\/p><p>\u00c9l\u00a0<a title=\"Informe de evaluaci\u00f3n de la Fundaci\u00f3n FIA\" href=\"http:\/\/www.fiafoundation.org\/publications\/Documents\/por_amor.pdf\">Informe de evaluaci\u00f3n de la Fundaci\u00f3n FIA<\/a>\u00a0tiene como objetivo compartir las lecciones que aprendieron los socios de la campa\u00f1a y actuar como una herramienta pr\u00e1ctica para asesorar futuras campa\u00f1as.
